2 学校外で義務教育、容認案 フリースクールや家庭学習 超党派、国会提出めざす(2015/5/20 朝日新聞)
学校外で義務教育、容認案　 フリースクールや家庭学習　超党派、国会提出めざす(2015/5/20 朝日新聞) 法案は「多様な教育機会確保法案」。議連には自民、民主、維新、 公明、共産などの議員が加わり、２７日の総会で案を固めたうえ で、議員立法に向けて今国会での提案を目指す。 不登校の小中学生が約１２万人いる現状を踏まえ、文部科学省 は１月、フリースクールなどで学ぶ子を支援する方向で有識者会 議を設けた。法案は「多様な教育機会の確保」という理念を掲げ、 対象を「様々な事情で学校で教育を十分に受けていない子」と定 めた。 (Asahi Shimbun 2015)

フリースクールなどの法整備を巡る最近の動き １４年６月 超党派の「フリースクール等議員連盟」発足 ９月 安倍晋三首相が東京シューレ視察。公的支援検討の考え示す １１月 文部科学省がフリースクール関係者を集めた全国フォーラムを初開催 １５年５月 多様な教育機会確保法の座長試案を提案 ６月 合同議連・立法チームが検討開始 ９月 第４回合同総会で今年の通常国会での法案上程を見送り各党手続きを進めると確認 (Mainichi Shimbun 2015)

It forces children to study even if they don’t want to study 法案は、保護者に学習の場の選択権をゆだねている。しかし、子 どもと保護者のニーズは必ずしも一致しない。たとえば、子ども が学校に行きたくないというとき、子どものほうは、とにかく休 みたいということが多くある。ようやく学校を休んだと思ったら、 保護者が「個別学習計画」を立てて、子どもに学習を迫るのでは、 子どもはかえって追い詰められてしまう。(Yamashita 2015: 21,22) 学校でダメージを受けて、学校に「行けない」、休養が必要な日 本の不登校の子どもたちに対して学校的な価値である「個別学習 計画」を押し付けていくことは、更なるダメージを与えることに なりかねない。(Yamamoto 2015:89)
