Promotion of Priority Procurement for Persons with Disabilities SELP’s Practice on Promotion of Priority Procurement for Persons with Disabilities セルプ協による障害者優先調達の現場実践 皆さんこんにちは。日本から来た全国社会就労センター協議会(SELP)の阿由葉と佐野と申します。今日の発表は、「障害者優先調達推進法」に基づき、障害者によるサービスや製品を公的機関が優先的に取り扱うことになっている現場実践について紹介します。 Good morning Everyone. Today, we are going to introduce good practices on priority procurement of services and products by persons with disabilities according to the Act on Promotion of Priority Procurement for Persons with Disabilities. Revised “Order for Enforcement of Local Autonomy Act” in 2008 Prior Measures (これまでの取組) Revised “Order for Enforcement of Local Autonomy Act” in 2008 2008年に地方自治法施行令改正 Further promotion of public demand: social welfare facilities may make a contract with local entities for providing works such as cleaning and shipping. 官公需の推進:地方公共団体が障害者支援施設等からクリーニングや発送作業などの役務提供を受ける契約可能に。 Revised “Ordinance on budget/settlement/account” in 2013 2013年に予算決算及び会計令を改正 A measure was added to the case of optional contracts between social welfare facilities and national/local entities. 国等と障害者就労施設等で随意契約が可能になった。 まず政策面での背景から紹介します。「障害者優先調達推進法」の成立以前に、日本では2つの法的な土台がありました。2008年「地方自治法施行令」の改正と、2013年に「予算決算及び会計令」の改正です。 Please let us refer to the background of policy aspects. Prior to the enactment/enforcement of Act on Promotion of Priority Procurement for Persons with Disabilities, we had 2 steps: revision of “Order for Enforcement of Local Autonomy Act” in 2008, and “Ordinance on budget/settlement/account” in 2013.

Act on Promotion of Priority Procurement for Persons with Disabilities (障害者優先調達推進法成立) “Act on Promotion of Priority Procurement for Persons with Disabilities” was enacted in 2013 2013年に同法が成立。 Required measures have been taken to promote purchasing goods and services from working places of persons with disabilities on a priority basis by national and local entities 国や地方公共団体などの公的機関が物品やサービスを調達する際、障害者就労施設等から優先的に購入することを進める措置。 All the national entities have established procuring procedures and have taken measures for procuring goods supplied by working places of persons with disabilities. 全ての省庁等で調達方針を策定し、障害者就労施設等が供給する物品等の調達に取り組んでいる。 その後2013年に「障害者優先調達推進法」が成立しました。 このことにより、国や地方公共団体などの公的機関が物品やサービスを調達する際、障害者就労施設等から優先的に購入することを進めることになりました。 Finally, the “Act on Promotion of Priority Procurement for Persons with Disabilities” was enacted in 2013. The main point is to encourage national and local entities to purchase goods and services from working places of persons with disabilities such as SELP members on a priority basis.

Central Government only(国レベルのみ) Achievements of Priority Procurement by Contents(内容別優先調達実績1) 次に、国レベルの優先調達の受注内容についてです。全体の4割弱を印刷や洗濯、清掃などの役務、6割ちょっとを文房具や飲食などの物品となっています。 Next, we would like to see the details of priority procurement by contents. Around 40% is by services such as printing, laundries and cleaning/maintenance. Over 60% is products such as stationaries and provision of food/beverage. Central Government only(国レベルのみ) Achievements of Priority Procurement by Contents(内容別優先調達実績2) 受注金額としては役務が6割以上、物品が4割弱です。全体を見ると、役務の単価は高く、物品の単価は低くなっています。 As to the amount of priority procurement, more than 60% is by services while less than 40% is by products. Services to cut confidential documents at the client site Social Welfare Corporation Ashikaga Mutsumi Kai Department of Eco-Recycling / Vehicle for Paper-Cutting 社会福祉法人足利むつみ会 エコリサイクル事業部 機密文書細断車 私が理事長を務める、社会福祉法人足利むつみ会では、機密文書の裁断事業を実施しています。県庁や警察署、裁判所、県立高校などの官公需を中心に仕事をしており、昨年度は1500万円を超える受注をし、利用者の工賃向上につながっています。 Mr. Ayuha is the President of Social Welfare Corporation Ashikaga Mutsumi Kai. As is in this photo, one specific task is to void and cut confidential papers and documents such as public documents by government agencies. For this priority procurement, the main clients include prefectural offices, police stations, courts and high schools. Last year the total sale amount was more than 138,000 USD. We aim to increase the salary amount of those with disabilities working at my social welfare corporation. Services to cut confidential documents at the client site  受託先の事業所で機密文書を細断する事業

Focal points to facilitate the process ! Setting up Focal Point for Priority Procurement (共同受注窓口の開設1) Government Agencies (政府機関) Focal Point (共同受注窓口) Information Arrangement Management (セルプ加盟施設) SELP Members 受注ですが、セルプでは共同受注窓口を設けています。ここを通じて政府機関とセルプ加盟施設との間で情報交換がアレンジをしています。 We set up a focal point to make necessary arrangements for information and management. Through this focal point, the process has been facilitated between government agencies and SELP members. Private Companies Focal points to facilitate the process ! (共同受注窓口をきっかけに促す)

Setting up Focal Point for Priority Procurement (共同受注窓口の開設2) Prefectural SELP =SELP Focal Point in almost all prefectures (ほぼすべての都道府県にて) セルプではほぼすべての都道府県で共同受注窓口を設定しており、あらゆる自治体レベルから対応できるようにしています。 SELP has focal points in almost all prefectures. In this sense, we are ready to give positive response and feedback to government agencies at all levels. Positive Feedback from government agencies at all levels (あらゆる自治体レベルからポジティブな対応)

Lessons Learned(取り組みからの学び) Strengthen the partnership between social welfare facilities and government agencies in a practical manner 障害者支援施設と行政機関が具体的にパートナーシップを強化 Secure social participation and inclusion of persons with disabilities not as a charity, but with some substantial roles 障害者の社会参加とインクルージョンを慈善ではなく、実質的な役割を持って実行 取り組みからの学びとして3点挙げておきます。 We would like to share 3 lessons learned from our practices. 1点目はパートナーシップの強化です。役務や物品が揃っていれば自動的に利用されるわけではありません。日ごろからのコミュニケーションや関係作りが大切です。 First, it is important for us to strengthen partnerships. Priority procurement doesn’t mean that services and products are to be utilized automatically. Our daily conversation and relationship building is extremely essential. 2点目は、セルプ加盟施設が実質的な役割を持って実行していることです。障害者だからという理由ではなく、依頼があれば責任をもって役務や物品を提供するという姿勢で行っています。継続して依頼してもらえるよう、障害者とスタッフが一つになって丁寧に作業しています。 Second, SELP members play substantial roles in priority procurement. We strive to offer services and products on the ground that we work professionally, not because they are by persons with disabilities on a charity basis. It is necessary for us to work in an appropriate manner to get services/product request continuously. 3点目は、提供する役務や物品の質を常に高めていくということです。世の中の変化にも柔軟に対応できるよう、常に新しいものを研究し、工夫することが必要です。 Third, we are determined to enhance quality services and products further. We are sure to respond any expectation by doing research and make necessary adjustments in response to the needs. Enhance quality products and services by keeping up good work, including research and development, marketing, design, and other vocational aspects 継続的な研究開発、マーケティング、デザインおよびその他工夫を通じて、質の高い物品と役務を提供
